How? If they are off duty they dont get told by dispatch that a crime has been called in so no cops would even respond, when IRL there would be officers that would respond, as such, That would be considered as there are NO sp online because there isnt any actively patrolling or on duty.

It can be confusing when there is no SP members online, but there is one or two PEU officers, because they are in the same faction and counted as SASP. That happened few times in morning times when there's like 5-20 players online. Players can check /factiononline and think that police officer is on

This part of the rules was made so it would be a bit more fair for the people being robbed to be able to call the police. But it would be too hard and unnecessary if a robber would have to check if the cop would actually be on duty. Maybe a script change could change that, but for now we'll just have to leave the rule as it is. We don't want to make things harder than they are, because then you're going back to restricting roleplay. Also, this part of the rules has been there for a longer time already, and there haven't really been any issues yet.
