Looks much better now, the rules were in need of a good update. Good job as always.

I miss Mick's Monstertruck & the Sprunk Comet :( I remember during IceWolf's trial he unlocked the Sprunk Comet and we went for a joyride in it

This rule does not apply to small melee weapons or firearms, which can be pulled out with no roleplay even if not visibly holstered.

More emphasis should be put onto the "small melee weapons" part. Should add a list or smth.

Should add spray can and baton.

I disagree about the baton and the spray can:
first it's not that small and cannot be hidden as well as a 9mm i.e.
and second, the spraycan is not as "deadly" as a weapon, so the hardcore factor is really a lot lower, hence people should be able to see /me's and /ame's and the attackers should wait for their response i.o.
