I keep thinking about this one question. I have one chance to pass it because I got unbanned. I got stuck on this question. I can't figure out which is always OOC, I read the rules and it says the event, but it says sometimes it's not. Is there anyway mentioning what admin jail is considered?

Then take a look at the events, is there any time it could possibly be IC?
