Check out if you still have the old version of SA:MP, and re-install it
I had the same problem and couple of servers didnt work that way.

Laptops are fickle little devils, one little issue and it can fuck up everything.
-It could be your firewall.
-It could be Vista (cause I hate vista)
-It could be your wireless card!
But thats what it sounds like to me, but I dont really like using Laptops as gaming computers, as their proccessor can easily get stressed out and ruin the computers performance, even if it has been made for gaming... (Damn proccessors over heat so damn quick!)
Anyhow, it could be any number of things.

Check & Try:
  1. Make sure SA-MP is installed in the SA folder;
  2. Change the Compatability Properties(right-click > Properties > Compatability tab) of samp.exe so it always runs as Administrator;
  3. Try changing the Compatability Properties of the executable so that its running in "Windows XP Compatablity mode". Tick "Run this program in compatability mode for:" and choose Windows XP.
If you dont know how to do any of this then ask again.
