Why the hell can I not send PM's?....

If you're referring to forum PMs, you are in the "Newly Registered Users" forum usergroup which is why the forum private messaging system is not available for you. To get out off the NRU usergroup, you need to be active on our forum for a (week?), and you also need to make at least 15+ posts.

It did. This just makes it hard, I need to PM one for a faction application, with my criminal record (Which I don't know where to get either ), but I can't really do that right now :/

If you need to send pm's just be active on the forums and post (Do not spam) relevant posts. And as for the criminal Record, all you have to do is just fill in this form;
