Petition to Modify Recidivist Incarceration Act of 2020
The Recidivist Incarceration Act of 2020 was brought into legislation today on 30th of April 2020. The act signifies life imprisonment for select criminals instead of death penalty, thereby removing death penalty in the State of San Andreas. However, the Act considers every and any citizen of San Andreas who have committed select criminal acts & further activities to be applicable for the life imprisonment. The Act legally endorses and allows life imprisonment of minors (juveniles) without offering parole, which is a cruel and unconstitutional act. Juveniles, being not adults, should at least be allowed a chance to retroactively spend time on parole as a MUST to see if their behavior changes before placing them in life imprisonment, which can affect their whole future life that is ahead of them. Studies have also shown that keeping juveniles in a prison could affect their mental state, making them more likely to show violence behavior. This of course is unofficial and is only for select. However, the point is clear. Juveniles must get a realistic opportunity to get parole release on select terms before getting a life imprisonment. They shall not be tried the same as adults.
REMOVAL OF 'TREASON' AS OFFENSE TO BE CONSIDERED FOR LIFE IMPRISONMENT FOR MINORS
Treason is not a homicide offense. It is /unreasonable/ that juveniles, that are not even adults are considered to be offered life imprisonment for committing treason. It is a cruelty on minors who don't have such maturity as an adult to have their life spent (destroyed) behind the bars. Treason should be removed as an offense to be considered for life imprisonment in cases of minors.
MAKE PAROLE OR JURY TRIAL MUST BEFORE LIFE IMPRISONMENT FOR MINORS
Minors even in cases of homicide offenses should be offered a parole condition or a jury trial before subjected to life imprisonment. The same reasoning applies. Spending their lives behind bars for minors is cruel, and they should be offered a chance to parole and change their lives for better.
