Denied Owned cars - Steal-able (Suggestion)

I felt this needed more detail:

Requirements for Stealing owned vehicles
- Tool kit (Purchase from General stores) - $500
- Fuel can (Purchase from General stores) -$w,e price it is now
- Lock pick (Purchase from General stores) - $1,000

OOC Requirements
- Must be level four in game
- Must have a free car slot (They would not have the car to keep as their own, but slot must be there for them to drive a stolen vehicle)

Thief's commands
- /picklock (Would attempt to pick the lock and will display a timer depending on the vehicles lock level - The picking could fail it'd be randomised again the increase of success/fail depending on the lock level - If fail you'd not be able to attempt again for half an hour)
- /hotwire (Would attempt to hot wire [turn on] the vehicles engine - Will display a timer depending on the vehicles immobiliser system, if failed half an hour spam timer will prevent you from trying again)

Car owner security

Mechanics could be called to do the following

/fitlock [level] (1, 2, 3, 4 - Level 4 being the most secure and only having a one in a hundred chance of picking)
/fitalarm [level] (1 - Loudly beeps in the area, 2 - Beeps in the area & sends an Alerting SMS to the owner, 3 - Loud beep, SMS to owner, and vehicle location, 4 - Loud beep, SMS to owner, vehicle location, alert to the SAST)
/fitimmobiliser [level] (1 - Engine will take two attempts to start, 2 - Engine will take three attempts to start, 3 - Engine will start but car will suddenly break down after it reaches 20mph/kmh, 4 - Engine will not start, if it does start car will automatically break down)

Car owners would then have
/lock
/unlock
/alarm on/off
/immobiliser on/off

An owned car without these fittings would be:
Able to be lock picked with 100% chance of success
Able to be hot wired with 100% chance of success
Able to be driven
Able to have the plates changed.

An owned car with these fittings:
Level 1 lock - Thief's would have a 50% chance of success - This level of lock would cost $100
Level 2 lock - Thief's would have a 40% chance of success - This level of lock would cost $1,000
Level 3 lock - Thief's would have a 30% chance of success - This level of lock would cost $1,500
Level 4 lock - Thief's would have a 20% chance of success - This level of lock would cost $5,000

Level 1 alarm - Thief's would hear the beep aswell as others in the area - This level of alarm would cost $100
Level 2 alarm - Thief's would hear the loud beeping aswell as others in the area, the owner would be alerted via SMS - This Level of alarm would cost $250
Level 3 alarm - Thief's would hear the loud beep, the owner would be alerted, the owner would also be able to track the vehicle - This level of alarm would cost $1,000
Level 4 alarm - Thief's would hear the loud beep, the owner would be alerted, owner would be able to track it, SAST would be alerted & able to track it - This level of alarm would cost $6,000

Level 1 immobiliser - Engine would fail on first attempt and a twenty second spam timer would be activated. - This would cost $100
Level 2 immobiliser - Engine would fail, engine would fail, spam timer would activate - This would cost $200
Level 3 immobiliser - Engine fail, spam timer, vehicle start - Automatic break down after it reaches 20mph - This would cost $1,000
Level 4 immobiliser - Engine would fail, spam timer, engine fail, spam timer, engine fail, SAST Alerted, vehicle break down - This would cost $7,000

Insurance
Level 1 Insurance - If vehicle is destroyed, vehicle will respawn - Cost $100
Level 2 Insurance - Vehicle destroyed, lost, broken it will be free to respawn/repair - Cost $300
Level 3 Insurance - Vehicle destroyed, lost, plate changed - Vehicle will be replaced (Respawned with old plates) - $5,000 (Covers the owner for OOC two months)

Reason for this suggestion

Realistically if someone tries to jack a car they'd not be somehow kicked out the car with a message displaying "owner blah_blah"

Plate changing would be an illegal job done by mechanics and once the plate is changed, the car belongs to the new owner.

Yes

/pchange - Would change the vehicles plates however

I updated the thread with "Insurance"

I think it's a really god idea and it's really RP but it's a little too expensive because each newbies car's will get stolen...

It's not too expensive & it engages role play from other factions/players such as

Mechanics
Itami's credit
SAST
Vehicle owners
Car theif's


Low level protection is better than none

There should an insurance for car theft too. It would be like 1,000$ per payday and you would have to sign a contract at the townhall. It would refund your car in case of theft. Same goes with every other type of insurance.

No - Read the requirements
Yeah, I dont think noobs would be able to even pay that much cash for the equipment.
