A few option you could try are:

1. Launch the game as an administrator.
2. reinstall your game to make sure no files are missing.
3.Check to see if you have any mods causing your game not to launch.

What os are you using?

Install samp addon 2.0. I had lots of problems with mods on Windows 10 but this thingy fixed them.
