Honestly, I get only 25 when there are lot of people, and still happy.

Don't use HD car mods, don't use anything HD in fact because that'll probably slow your game down. Don't use any ENBs, etc. /svo 350, minimize your draw distance, set graphics to low in advanced display settings in the game menu.
A vanilla version of GTA SA will provide you the best framerate, but, I could recommend Silent's ASI patch, along with Silent's ASI Loader, that might help.
