Lag spikes

I use skygfx, codsmp and some weapon mods but that's just it. My laptop isn't that old to be lagging like this either. Usually when I play, my game starts lagging and it freezes me for a few seconds - that happens several times before it actually unfreezes and lets me play. I even reinstalled windows and tried playing with a clean install without mods but to no avail. Never froze like this before and it's pretty annoying please help guys.
