When entering a personal vehicle, hotwiring must be done for the vehicle to start.

Happens to my CHC Charachters Walton too...

After speaking to Martina Campbell, I figured out...well she/he did. It has something to do with the vehicle ID.

My vehicle ID is 10, which is usually the ID given to a hotwirable vehicle I believe.
