Another thing you could do is instead of alt-tabbing, use ctrl-alt-del and pressing cancel when it comes up with the task manager etc list. It'll throw you to your desktop and you can tab back in by clicking samp (not sure if alt-tabbing back in works). Just remember to keep using that instead of alt-tab.

If you can't run enbs because of dumb bugs, download the mod below and put it in your GTA directory, make sure you've got an asi loader installed there too. When you're starting the game you'll get an option to choose which resolution, scroll to the top and choose windowed, your game will launch in a small box but just maximize it and it works flawlessly.
