Dude, unistall all your cleo shit, and the mod too. After it's cleo free, download the mod and replace your gta.sa.exe for this one http://www.filedropper.com/gtasa_1 If doesn't work updrade cleo to 4.3.

This is what I have, so it should work for you. If this doesn't work, then I don't know what's going on.

I downloaded this gta_sa.exe (US 1.0): http://www.gamemodding.net/en/gta-san-a ... 10-us.html
Downloaded CLEO 4.1.1.30 from: http://cleo.li/download
And dropped this ASI loader in the GTA SA folder: http://www.gtagarage.com/mods/show.php?id=21709

I did everything correctly. Yet, I don't have snow on the ground but I can get snow falling out the sky.
