GTA SA not streaming correctly

So, I got into prison some days ago, and I just noticed that my GTA doesn't stream the objects correctly. I have like 3 fixes now in my GTA, and still nothing. I reinstalled my whole GTA, didn't help. Does someone have any solution to fix this? Image below.

Thats just GTA for you, mines not much better, you need to increase your object limit on the script, I can't remember the exact command for that right now.
