Good Afternoon everyone,

In a progressive view and acknowledgement of the opening of the Federal Bureau of Investigations within the server, I have decided to create a roleplaying guide for Agents & Criminals.
Please take into account that this is just a guide and it is not meant to be followed completely to the T, however if you stay somewhere along these lines you will be experiencing a fun time!

The Federal Bureau of Investigations

The FBI is one of the most elite Law enforcement Agencies in existence, it is apart of the Department of Justice and answers to the Attorney General of the United States.
In movies the FBI is depicted as men in black suits and glasses with no personality. This is FALSE, Agents in the Bureau come from all walks of life.
The requirements to become a member of the Bureau are rather rigorous, I'll run through some of them later on when I speak about the Agents themselves. The FBI tackles all
major crimes in the country. The crimes can range from the following, Espionage, Terrorism, Kidnapping, Cyber Crime, Organized Crimes, Financial and white collar crimes ALL Crimes committed
on Government property, Public corruption, Human trafficking, Civil rights & Hate crimes, Major thefts. As you can see they have a lot on their plate! The Bureau isn't strictly undercover operations,
in fact very few agents are selected to go undercover due to it's rigorous and demanding criteria and expectations. The FBI has jurisdiction Within the US and all commonwealth that belong to the States
This includes the Marshal Islands and Puerto Rico, they could also enforce American laws overseas ONLY to American Citizens or those who committed a crime on US soil and fled. I will go through each of the
crimes that the FBI investigates in brief detail.

Espionage - Espionage is in Layman's term Spying or divulging information. An example of this would be the incident that took place with Snowden, he leaked information that
was considered Top Secret. The FBI investigates these crimes and along with the NSA and Office of the Inspector General. Also relaying information about a countries assets and resources to another
country that is not pre-approved via the Congress or State department is considered Espionage.

Terrorism - The act of Terrorism is using violence, fear, or intimidation to influence decision or opinions in favor of a Political Party, group or association. Domestic Terrorist are also
incorporated along with this category. The Bureau tackles these tasks very violently and many times they are tipped off by members of the community or Military intelligence consultants. Those who attack
Abortion clinics would be considered a Terrorist, just giving some examples!

Kidnapping - To be more en-detailed its not just "Kidnapping", many times the Bureau would let the local agencies handle it UNLESS the Kidnapper crosses State line.
Kidnapping for those that do not know is taking someone against their will, this also constitutes to parents who get divorced and one parent runs off with the child.

Cyber Crimes - To preserve our National security the FBI has set up a whole Division who mainly focus on arresting those who commit crimes Virtually. These crimes can range from the following, Hacking, Child Pornography, Copyright infringement. The Bureau has the right to seize and take laptops, computers and other media devices if they believe they are in conjunction with a crime.

Organized Crime - The Bureau prides itself in being the first Agency, besides the treasury department in the prohibition era to tackle Organized Crime. The Bureau uses the "RICO" act and tax evasions on most Mob figure heads to arrest them and get more dirt on them and their organization. A lot of times this is down through months of Surveillance and undercover operations. RICO, Racketeering influence and Corrupt Organizations is the law that allows Agencies to prosecute a whole faction due to the crime of one figure head or an executive.

White Collar Crime and Financial Crimes White collar crimes are crimes committed through acts that tend to fraud or scheme people out of personal or company funds. Ponzi Schemes, Embezzlement, Insider trade are all examples of White collar crime. (Feel free to google them, rather hard to explain!)

Crimes Committed on Government Properties - Due to the Bureau being the Justice departments main branch of Investigative law enforcement they are tasked with investigating all crimes that take place on Government properties as well as Indian reservations.

Human Trafficking - The act of selling human beings to another person is dubbed as Human trafficking the FBI as well as ICE tackle these crimes, it is a world wide issue!

Public Courrption - Mayors, Police Officers, Congressmen etc, that take bribes in exchange for favors or benefits are considered "corrupt". The FBI investigates these acts at the State and Local and National level.

Civil Rights - If someone is discriminated against, or hurt physically or abused mentally due to their creed, race, sex, age, disability, sexual orientation is considered a civil rights violation. The Bureau will prosecute all those are found guilty of committing such acts.

Major thefts - Bank Robberies, Museum Robberies, large quantities of currency being robbed are investigated by the FBI, usually the amount has to exceed 10 million dollars.

The FBI Agent

FBI Agents are referred to as "Special Agents" by job classification, however in person they'd usually refer to each other as "Agent (Insert lastname here)". To be an FBI agent it requires a vast variety of skill.
Agents most of the time speak a foreign language! The Bureau is always looking for talented and exceptional Citizens to become Special agents. The FBI Favors hiring those who possess a "Jurors Doctorate"
thats a J.D Degree, which for those who do not know is a Law Degree from an Accredited Law School. At the very minimum Agents must have a Bachelors Degree and at least 3 years of full time work experience
in their related field. All Agents attend Basic Training in Quantico, Virgina. The FBI Academy teaches the Agents everything there is to know about the job such as Interrogation Skills, Federal laws, Surveillance operations,
Firearms and Defensive tactics.

Ranks within the FBI

1 - Trainee (While in the Academy)
2 - Special Agent
3 - Senior Resident Agent
4 - Supervisory Senior Resident Agent
5 - Supervisory Special Agent
6 - Assistant Special Agent in Charge (also called the ASAC)
7 - Special Agent in Charge (SAC)
8 - Unit Chief
9 - Section Chief
10 - Deputy Assistant Director
11 - Deputy Director
12 - Director
(There are two ranks that I have not listed due to the fact that they are not used)

As in Agent you should be professional and charismatic for the most part. If you roleplay as a complete hard ass chances are in real life you would've failed the psych test to get into the Bureau in the first place.
Also as an Agent you are expected to think a lot more in depth into things while processing a scene, also you should roleplay having some sort of degree in a field! Keep in mind just because you're a Federal Agent
this does not mean you OUTRANK a Normal Trooper or Police officer. Keep in mind to remain in your own chain of command, unless you have jurisdiction over a scene. Also there are somethings that you should
never do as an Agent and I will specify!

Do not -

Attempt to conduct traffic stops for traffic violations.
Attempt to intimidate a Trooper or other public servants by using your position.
Respond to local offences and 911 calls, unless there is a need for your presence.
Drive in a MARKED cruiser, FBI uses Impalas, Crown vics, Tahoe and Expedition that are unmarked!
Carry a large abundance of weapons on your person, An Agent typically will only have his firearm, handcuffs, flashlight and radio on their person.
M4s, Shotguns, MP5s should remain in your TRUNK, until a reason to use them arrives.

Do's! -

When not undercover and conducting a non-covert operation, show your badge and ID to members of the community and other LEOs.
Brief the local Police and Troopers on activities that you are conducting and to be aware in case their help is needed.
Wear Professional business attire other then the MIB skin!
Have knowledge of federal laws and procedures.
If looking for a certain suspect, have SASP set up a check point and assist them in tracking the fugitive.

The Criminal

As a Criminal you now have new ideas and pathways to commit crimes that weren't possible in the past. The possibilities are endless. I will depict a few ideas, and you guys run with it.

Bank heist
Casino Heist
Hacking into a banks money system
Hacking into a Business system
Stealing money from your faction
Taking bribes in exchange for favors
More complex and well managed Organized crime factions
Human trafficking rings
Illegal Aliens and Terrorist groups (Black panthers, Anarchist etc.)

About me,

I'm currently a Cadet in my States Police Academy, I have an A.A in Criminal Justice Administration. When i was getting my A.A I was an intern for ICE (Immigration Customs Enforcement).
ICE is the FBI counterpart to the Homeland security department. I've learned countless tactics and procedures while interning there. Anyways any questions comments or concerns PM me!

Financial Crimes, I've decided to take the time and explain a few financial crimes. I will be very brief with them just to give you guys an idea!

Insider Trade - Martha Stewart indicted on this exact charge a few years ago. Insider trade is the following, if you have an inside source of a company or investors group and they come and tell you
that the company is going to fail financially and you elect to pull your money out. You have just committed Insider trade, the reason its illegal is due to the fact that its not public knowledge and it causes an unfair advantage.

Ponzi Scheme - Also known as Pyramid Schemes, Triangle Schemes, 3-day trading. If you yourself own a company and you start off with a group of investor, if you were to spend all their money, and get newer investors and pay the old memebrs
with new members money you have just committed a ponzi scheme. Also if you were to send the new investors a monthly fake statement while you wait on new members to pay them with, this is also a Ponzi Scheme.

Embezzlement - Embezzlement is the act of violating trust funds, or the misuse of company money for personal gain. Can a CEO commit Embezzlement? The answer is YES, If a CEO
uses the company money for his personal gain without the knowledge of the board or at the very least 3/4 majority he has just committed Embezzlement. The CEO is the member with the most share holds, or it he can also be elected
by a board of shareholders. The Shareholders usually elect each others salaries and they can add more if needed!

Even though I knew most of these it's a very good thing to read for those who don't know. Also, there's no RICO in the penal code of RCRP. :D

Yeah that's true, I'm gonna talk to LemonPower since he's re-doing the penal code!
