In order to install the .dll manually, drag and drop it into your paint.net directory under the 'Effects' folder.

I'd prefer photoshop cause the chat lines edited with paint.net are squared up by the outline, but photoshop has a perfect outline.

paint.net has a perfect outline as long as you configure it with 1 px width and 0 softness.
