Why isn't 0.3.DL in www.sa-mp.com?

Just wondering why, I had to reinstall GTA SA and spent some time looking for 0.3.DL.
Why isn't it in https://www.sa-mp.com/ ? Because in my opinion it would be great, making it easier to other servers/player join 0.3.DL too.
