Unable to access website/server

My friend is trying to play on this server, but can't access either the server in-game nor the website. He's tried multiple web browsers, incognito mode and stuff.. We've tried figuring out what the issue is, but we've been unable to fix the issue. I've helped him in the account creation because we figured that once the account was created he'd be able to play the server, but his SAMP keeps "retrieving info" and never connects. PS: Just to make sure you're aware, he's the one that filled the forms, I've just read him the questions and pasted the asnwers.

Is the server online for him in his SAMP client?

When he tries to add server using the IP provided in the website, it gets like this forever - Retrieving info When he searches on the "internet" tab the server just doesn't show in the list, even with no filters active.

Is your friend actually using VPN as a internet connection?
