[Solved] Just a Technical Fault ?

When I change my graphics to 1024 X 768 X 32, thats fine but when I logg off SAMP or turn computer off it changes back to 720 something

Have you tried running it as administrator?
Right click > Run as administrator.

If that doesn't work, do you have deepfreeze installed? Or any other similiar program?
