Several businesses owned by silver trading [Locked]

As we all know un owned businesses can run out of stock sometimes and other things.
But upon logging in I noticed the bayside general store was locked.
So I figured I'd test out the barbers cause I know its silver trading too.
Was also locked, Same with that Bay Bank HQ Building.

Is there a reason for this? Am asking cause was sad to miss my lotto ticket.
