I see some topics and some people write for their vehicles very rare.

The things i want to ask is

1-Once they are buyable now they are not?

2-Can you own a vehicle thats on the street(not owned by anyone)?

You can buy, for example, a maverick from Alec from 4 million. That makes it rather rare.

Infernus can only be obtained through donations for rank 4. That makes it extremely rare.
