@Alin Avram If you're using Windows 10 and on build 1803 or 1809, that explains the reason why your game would experience microstutter/lagspikes/lag. Not only do games lag on this version, but I have also found myself having trouble in running 3DS Max. My advice would be to do a System Restore of your OS.

I often had sudden unexplained lag for unknown reasons especially after windows updates. One time removing the GTA 5 HUD fixed it for me, other time getting the US gta_sa.exe instead of the EU one (or the other way around).

As mentioned, try removing all your mods if you haven't already.
