Mouse lag when alt-tabbing windows 10

Hello, again! I know this is an old problem with GTA SA and Windows 10, but I reinstalled my windows today and I'm getting that bug again. I forgot what I did to get rid of this. I even searched thru all my 1k liked videos to try and find that video that helped but nothing. So, I was wondering if you guys experienced the same and solved it in some way. Could you guys help me out get rid of this? If you guys don't know what I'm talking about, here's what's up with this bug. When you basically tab out of your game, when you come back in, your sensitivity drops by 2 or 3 lines (( levels )) and when you move your mouse, it will stop sometimes creating that frame drop feeling, if you guys know what I mean by frame drop feeling. Like we move our mouse and it suddenly stops working for a millisecond then it comes back.
