How do I use any mods on this server !?

I've been trying days upon days to get my mod-pack working, it's not only the enb, I can't even get my Cleo and modloader folders to work! usually, it works on every other server but for some reason just doesn't want to work with this SAMP version saying, as Itry to launch SAMP it says it can't detect the samp version and just shuts down, please help.

My folder atm is empty just a clean GTA SA directory, i'll try to install an ENB right now using the fix you provided above.
