How do I do a Character Kill request?

Sounds very noobish, but, how do you request a CK? And also, do I need Admin Permission when something happens during the midst of CK'ing my character (I.E, car exploding, gunshot, etc)?

if you decide to character kill your character or if you're getting character killed by your faction you need to /changemyname and that's it

Also make sure that the new name you're choosing isn't related to somebody famous IRL.
