So I’m new I don’t have money and there are like those trashy spots under a brige are these spots for decoration or am i allowed to live / rp in there???

Head to Regan Road underneath the 425, there is a nice play there to RP.

Yeah, you can live there, you can live anywhere, to be honest, there is no limit to what your character can or can not live.

The staff members have added these "decorations" for people who want to RP homeless to hang around. You can always RP living there. The only problems you might get into is with the cops but I doubt they're really care.
