Since you voluntarily gave him the money without being under the threat of violence, it is considered a scam, not a robbery and is therefore not covered under the rule you quoted. That rule only covers robberies. Perhaps further discussion on the matter should be taken to a suggestion in the corresponding board, but right now with the current rules in place the player did not do anything wrong.
