Garages entry

I've asked couple ppl on /assistance why are Garages locked. And didnt get straight answer, I went to all garages on "/navigateto garages" - are locked, or no /buy point in them.
So...for 2-3 days my car Merit needs an oil change, and i cant buy it nowhere.

Is it because players own garages and they keep them lock for some reason, or it has to do with the server script?

I was just at the Rockshore's Garage (it's now enterable coz' of GodGlock) and that was opened, it also had stock.

This could be because they've requested stock and it hasn't been delivered yet.

Only 2-3 garages (PC, Rockshore and possibly FC) have an enterable interior and there's a high chance they were locked for one of the various reasons. (RP, restocking, possible bugs, or etcetera.)
