I had that problem when I first installed my ENB. The fix that seems to have got the job done was downgrading to a specific gta_sa.exe file. Did your ENB include one, by any chance?

Oh... oops there is but I installed it and first time it worked but If I tried second to run my gta_sa then it just closes

Install Samp addon 2.1, and modloader, then make a folder inside the modloader called "ENB" then drag the D3D9.dll file MAKE SURE YOU WON'T DRAG THE D3D9 into game directory, it /HAS/ to go to the Modloader folder.
If you do everything right it'll work fine.
