Communication in the sewers and other enclosed interiors.

I reckon when the sewer map first came out, we were not allowed to use the radio or our cellphones inside as it was RP'd that no signal would be going about. Does this still apply and does it also apply to other maps like the Bear Cave, abandoned mine, etc?
