Can SAIB lock/archive an official/unofficial illegal faction?

Title. Can they do that with a big casefile, enough proof, solid rp, like in some other heavy rp major server?

jus cos they arrested all members off the faction doesn't mean it's over, new leaders can be appointed, no need to archive the thread
